Penghu is an outlying archipelago in the Taiwan strait and is governed by Taiwan.

The main island of Penghu is accessible by boat or plane from Taiwan. It consist of Magong City, Huxi, Baixia, and Xiyu. During the summer months you can also take the ferry from Kaoshiung (3.5h) and Putai (90min). The water around Penghu is turquoise and the sand is coral. Come prepared with beachwear. You should come prepared to practice you Mandarin as most people there do not speak any English.

Some of this may change as they plan on opening a casino there.  You can get around by renting a cab for the whole day. The taxis do not have meters however, so be sure to negotiate a price before you start.

Tianhou Temple

In the main city, Makong, you can see the Tianhou Temple were fishermen have prayed to the sea goddess Matsu for safety for centuries. Nearby is the Four-Eyes-Well, a well with four holes so many people can use it all at once. It is located on a picturesque old street. It's the oldest temple in Taiwan at over 400 years old ( est. 1592)

You can go cycling along Magong's Rainbow bridge with excellent views across the water to Xiyu island. You can take a boat rid to Shian-shiu or Ai-man beach and see many of the other islands.

A boat trip to Seven Beauty (Qi-Mei) Island is highly recommended. The boat from the Magong Harbourside takes about 90 minutes and you get to see many different islands on the way.

Qi-Mei Island is a great place to stay in a bed and breakfast for the night. The best way to travel is on bike, which the bed and breakfast should supply.
